Making Smart Operational Energy Decisions Part 2: A Decisions Support Framework

As we covered in Part 1 of the series, operational energy directly affects operational capability. So when it comes to making smart operational energy decisions, a key success factor is the effectiveness of the decision-support framework in place. A robust decision support framework accurately measures risk, and the military has a wealth of experience in dealing with risk. For this reason, the decision support approach I advocate for is using the DoD’s own Failure Mode and Effect Analysis framework and drawing from that framework to build a Risk Characterization Matrix that can be used to inform critical decisions.
